BALKANS CODEV association‘s initiative was born from a video-conference broadcast from Kosovo on October 2nd, 2007 by General de Marnhac, the 12th NATO Commander in Kosovo since 1999. Addressing both the Headquarters of French Forces in Nantes “EMF2” from PRISTINA and a delegation of regional companies headed by the MEDEF Movement of French Enterprises on that National Day of the Reservists "JNR", General de Marnhac presented an exhaustive picture of the opportunities and constraints of Kosovo for companies from our country. The writer of this note, himself a reservist, was then publicly called to try and unite the companies motivated by the conquest of a province at that time engaged "in the recovery of a too long political and economic crisis."

Linking French SMEs (within European projects whenever available) to related sustainable projects and economic opportunities in the Western and Southern Balkans (former Yugoslavia and Albania). In response to General Marnhac’s call on Oct. 1st 2007, with active support from his adviser for CIMIC Actions, local Business Partners and Defense associations, “UBIFRANCE” French Technology Press Office, “Agriculture Sans Frontière” Association.
